Does AI Enhancer simply switch On/Off rules-based image filtering?

The AI Enhancer acts like a filter, just not a rules-based filter. Don't think of it as being applied “on top” of rules-based filtering. AI enhancer is the step that makes the image more readable with AI, which acts a lot like filtering.
